If federalism is the answer, then what's the question?

Opponents to federalism often ask, what is the problem that it seeks to address. A one-on-one discussion with CoRRECT Movement Co-Founder Orion Perez Dumdum sought to highlight the emerging problems related to the Philippines that a federal constitution would be well-placed to fix. CoRRECT stands for Constitutional Reform and Rectification for Economic Competitiveness and Transformation. The group advocates the shift to a federal parliamentary form of government and the lifting of ownership caps on foreign investments in the Philippines.
